This seemingly similar ANSAI Circular Cutter (1mm-50mm) should also work, based on its video:

I was concerned that the ANSAI cutter explicitly says "thickness less than 0.4mm".

However, clipping an image of Chinese text from the picture of the USTAR package, and translating that to English by running it through https://translate.yandex.com/ocr , produced the spec "Suitable for cutting 0.3 mm one rubber sheet, cover tape, ..."

So, it seems that both devices can handle only thin material, with the ANSAI spec'd for slightly thicker.

I've had two of these in my drawer for 30 years. Cut perfect circles, but below 15-20mm you may have to repeat the attempt several times

On receipt, I was pleased to discover that the blade carrier assembly
rotates in a 65mm i.d. 6813Z sealed roller bearing,

As received, the 45-degree cutting tip is inside a yellow soft polymer cover.

My wife is into scrap booking ( in fact at a huge scrap booking convention this weekend ) - she probabaly has 7 different ways to make this already. LOL!
