I was wondering if anyone here might know exactly how this is used and its purpose? I'm not sure IF this link is related to the piece of equipment I have.

This is older model of Buehler electrolytic etcher/polisher. Essentially, it's a highly stable laboratory power supply. Short details can be found following your link above in the very end of the page there is another link on SumMet Guide, p. 24.
The method of electrolytic polishing as well as etching is pretty cool, but a bit tricky. I mostly work with ore, powders and unalloyed copper/nickel/cobalt, so had a chance to use it only a few times.
