What is this Meopta item?

No idea what this is at all. There is a Meopta x10 NA 0.30 objective in the box, with another few items. Completely stumped on this one.

Does the rubber bulb "blow" or "suck"?

Difficult to see, as the tubing has perished so much. My gut reaction is suck.
